The Energy Policy Act of 1992 included the Presidential Executive Order 13123, which mandated a phased, but sizable reduction of water and energy usage at all government facilities. Since then, federal office building managers and military installation commanders have sought out opportunities to reduce usage and comply with the Executive Order mandate.

The current administration has not only continued the efforts of its predecessor, but has heightened the challenge to include Federal facilities.
